Charging Infrastructure for Electric Vehicles (Second Call)

For micro, small, medium-sized and large enterprises (incl. consortia) | Budget – EUR 10,012,303.45 (up to EUR 256,000 per project) | Deadline – 16 July 2026
Under the “Transport Connectivity” Programme, non-repayable financial support is provided for the construction of publicly accessible, reliable and user-friendly charging infrastructure for electric vehicles along the main corridors of the Trans-European Transport Network (TEN-T).
Who can apply
Eligible applicants are:
micro, small, medium-sized and large enterprises;
commercial companies and cooperatives under Bulgarian law or equivalent legal entities from Member States of the European Economic Area;
partnerships between such enterprises.
Applicant requirements:
to be registered before 31 December 2022;
to have carried out business activity over the last 3 years (submitted statistical reports with revenues and expenses above BGN 500);
to have sufficient financial capacity to implement the project (own funds, loans, or a combination).
What is financed
Projects are implemented in the following regions:North-West, North Central, North-East, South-East and South Central Bulgaria.
Funding is provided for the construction of high-power public charging stations for:
Light-duty electric vehicles:
along the core TEN-T network – at least 600 kW total capacity and at least 2 charging points of 150 kW each;
along the comprehensive TEN-T network – at least 300 kW total capacity and at least 1 charging point of 150 kW.
Heavy-duty electric vehicles:
along the core TEN-T network – at least 2,800 kW total capacity and at least 2 charging points of 350 kW each;
along the comprehensive TEN-T network – at least 1,400 kW total capacity and at least 1 charging point of 350 kW.
Important: Only high-power charging stations above 22 kW are eligible.
Eligible activities and costs include:
construction and installation works (cables, substations, transformers, access roads, площадки);
supply and installation of charging equipment;
connection to the electricity distribution grid;
installation of photovoltaic systems and battery storage for on-site generation and storage of electricity;
obtaining all required permits.
Funding
Total budget: EUR 10,012,303.45
Maximum grant per project: EUR 256,000
Aid intensity:
micro and small enterprises: 50% + 15% bonus
medium-sized enterprises: 40% + 15% bonus
large enterprises: 20% + 15% bonus
The 15% bonus applies to projects implemented in less developed regions.
Restrictions
The supported infrastructure may not be sold, leased or transferred for a period of 5 years after the final payment. After this period, its operation may be assigned to third parties only in accordance with public procurement legislation.
Time limits
Application deadline: 16 July 2026
Project implementation period: up to 30 months, but no later than 31 December 2029.

Project proposals are submitted electronically through the ISUN 2020 system.
Explanation of terms
TEN-T (Trans-European Transport Network) – A network of major roads, railways, ports and logistics corridors connecting EU Member States.
kW (kilowatt) – Unit of power. The higher the charging power, the faster the vehicle is charged.
Fixed tangible assets (DFA) – Equipment and facilities with long-term use such as charging stations, transformers, photovoltaic panels, batteries, etc.
Construction and installation works (CIW) – All construction and technical installation activities: excavation, cabling, paving, foundations, electrical installations.
RES (Renewable Energy Sources) – Energy from the sun, wind and other natural, non-depleting sources.
